You are right about the 40 cent value in the 2020 catalogue. Is the new value in italics? If so, then the stamp is not well known to be found postally used. The face value of 35c may not have had much use.
Sometimes the Scott editors conduct a review of an entire country. If you haven't already done so, check the introduction to the catalogue to see if Mauritius is mentioned.

The 2022 Scott catalog lists it at $10.50 used with no italics.
