John, while you search for a copy of that catalog, you may want to check out the following link from Colnect of the CEPT/Europa issues they have in their database online. The SN numbers are the Scott numbers. Colmect is free to use/join. Signing up let you expand your search results from 10 to 100 listings per page. They may be missing some Scott numbers on the more recent issues, but should have all them prior to 2010. And members sent in catalog updates daily.

The Michel EUROPA Catalog Book has prices in Euros and Michel Cat numbers, but it is quite complete and also prices the FDCs which are a lot of fun to collect. It is very well organized by Year, and then by Country. I would recommend it.
It also issues information on NATO and EFTA, as well as Europa related stamps, that are not official Europa issued but directly relate to Europa events (parliament, presidency, countries joining date, anniversary etc...). Some Europa related were also issued by countries not part of the Union, but commemorating it..(there are for example, sets by many East Europe (Soviet era) countries, and even by Paraguay and Yemen if you are looking for the unusual that you would never expect to see).
I would look for an older Europa Catalog if you don't plan to collect recent (annual) issues.
The older stamps are also generally very reasonable in prices, even on FDCs. I collect Europa until 2000.
rrr...
I remember that the European Union publishes a lot of information on the Europa stamps, including the topics or themes for past and also future years, and what was issued in the past by each country. You have to search their web site, I have misplaced a web address I used to have somewhere. No cat numbers though.
Wiki has good links should you wish to dig in.
Maybe this helps

Hello,
I have just started an Europa book. Once I get to the 1970's and the common designs stop, my Scott's catalogue doesn't list them at the start of the book.
Is there a good resources to finding Scott numbers for the Euorpa stamps after they stopped the common design?
thanks
John
