It was a joint issue, 1965 Minisheets Jugoslavia Scott # 771 and Romania Scott # 1747.
Issued simultaneously by Romania and Yugoslavia for the start of construction of the Iron Gate hydroelectric plant and dam. Valid for postage in both countries.
It threw me at first as the cancellation is in cyrillic but says Belgrade, they used the Roman alphabet when I was there in 1972 and later. They also use the Roman alphabet in Romania.
Did they use the cyrillic alphabet before 1972?

"Greece's territory and population was greatly expanded by the 1912-1913 Balkan Wars; it acquired some additional territory during World War I. This led to the issuing of several sets of occupation stamps, which consisted of both existing stamp issues with overprints and newly printed issues. In addition to these, some of the so-called "New Territories", notably the islands of Ikaria and Samos, issued their own stamps prior to becoming part of Greece."
Any information would be appreciated.
