16=district number (OPD Erfurt)
The old 10 Pf stamp with the advertisement overprint was already invalid for postage in 1923, or at the very least it had lost any appreciable value. Such stamps were often used up as advertisement stickers or sealing stamps, sometimes years after the end of the inflation era. The handstamp on top does not look like a postmark, it might be the seal of a club or dealer (it is hard to read).
The "16 / Bad Tennstedt" overprint (from a small town northwest of Erfurt) is one of many that were applied after the 1948 currency reform in the Soviet Occupation Zone which followed the one in the Western zones and which required some provisional measures. As the old stamps were only worth 1/10 of their previous value, stamp stocks in the post offices to be sold at face value were to be overprinted with the "district handstamp" which contained the number of the postal district and the place name. These provisional issues were only valid for a short time. Many forgeries exist. Your specimen looks at least plausible, but without a date on the postmark it is still hard to judge.

It is a shame that your "16 / Bad Tennstedt" overprint is damaged.
The Michel catalog value would be 5 euros plus a extra surcharge of 130 euros (when it is genuine and not damaged !)

I have come across a couple of German stamps with unlisted overprints.
The first is a 1921 issue with the overprint 'Postwertzeichen - Ausstellung Regensburg 26-28 V 1923' which translates as 'Postage stamps - Regensburg exhibition 26-28 V 1923'
The second is 1947 Allied Occupation issue 12pf grey with what looks like a '16 Pfenning' overprint, although I'm not absolutely sure about this.
Your thoughts would be welcome.
