My opinion - and not a professional one! - is that it was used for mailing but missed being cancelled.
That would be my guess.
There is not a huge difference in catalog value between unused and used for this issue. It is a pretty scarce stamp in either condition. It probably won't sell to a collector of mint anyway, so I would describe it as "appears used, no sign of a cancel". There are many "used aficionados" who demand nice clear cancels, but the majority of used collectors looking to fill the space in an album would be happy to have such an example. It should find a new home around C$75 (US$60).
The real issue in "unused, no gum" stamps is for those that catalog (as an example) $300 mint, $2 used. Anyone paying a "mint" price for those is getting ripped off, unless it is such a rare stamp that it has provenance.
The lettering on the back is probably an offset from a printed album page.

This is the reverse flipped horizontally. What are the numbers at the top, partly hidden by the hinge and the word underneath. The latter possibly an imprint from an envelope.
Edit to add there also seem to be words along the bottom edge.
No idea
I have looked at this under magnification several times looking for traces of cancellation marks. Nada. However, it has no gum, and has what looks like some odd faint lettering on the rear. I'm very leary of posting this in my stamp store as unused.
Any thoughts from the group?
Thanks!!
