Here are a couple of 4p stamps from St. Vincent:

I believe the stamp on the right to be an Oneglia forgery. It is perforated 11. Color is all wrong. Get this: it has a FIVE pointed star watermark that looks like it was simulated by a sharp instrument partially cutting through the paper. That diagonal line across the back of the neck and the lock of hair is where the instrument cut clear through the paper.

The stamp on the left has a regulation Small Star watermark (6 points). It is giving me fits in determining the perforations, because they are unevenly spaced. But, they seem to be near 13 on both top and sides, more or less. I guess that makes it Scott #16.

One thing characteristic of the QV stamps from the Caribbean colonies is the erratic perforations.
