I do not believe it is a part of a cancellation.
Most cancellations are like shown below.
Maybe it is what the germans call "MACHE" (Stamp has been manipulated)
The ink of the zig-zag curve is too black and too fat
The michel catalog number is 968

Could be part of a machine cancel or of a cancellation on arrival, but not necessarily of a German one.

The panel is stumped for the first time in recent memory.
The symbol for the Leipzig fair is a double M (see pic). Could this be some type of show themed overprint or cancel or way to invalidate unsold stock?
The "Double M" comes from "Muster Messe" (pattern or sample fair). It is essentially a trade fair. I had the opportunity to attend the fair in the late 70's for the company I worked for. The fair last about a month. As Leipzig was in East Germany at the time, I came away with many interesting memories on entering and leaving East Germany and also while I there. It was an interesting time.
Anyone know what this cancel is (assuming that it is a cancel)? The stamp appears to be used. Thanks.
