In my opinion there are only two excellent resources for Washington Franklin Head Stamps 1908-1921 as follows.

If you collect only by the numbers (Thank you Harvey for pointing this out), use Stamp Smarter will give only the basic idenfination.

If you desire background and reason(s) for each series/issue then use Washington-Franklin 1908-1921 by Martin A. Armstrong is an excellent resource.

These resources are far above what you find in the Scott Cat.

Here is another good book to help with Identifying Washington/Franklin stamps.

I don't collect just be the numbers! I have a small collection of Snoopy, i.e. Peanuts, stamps and not a number to be seen anywhere!!Rolling On The Floor Laughing

More seriously, I don't consider collecting by the numbers less rigorous than any other way of collecting. It all depends on how it's done! Some of those numbers are just as hard to find as some of the un-numbered varieties!
