It is a variety of the stamp called in French "anneau de la lune"
If you notice it has the same diameter as the perforated holes - a piece of paper stuck to the printing plate - you can see the white halo.
A very beautiful variety (It is not mentioned in Yvert-Tellier but it is certainly found in Maury/Ceres/Dalay)

As you can probably tell I am currently working on a pile French stamps, trying to decipher colors, designs, etc. The below image has a circle under the Sower's right extended hand. I only have Scotts and it should be #168 but it does not mention any circle. Does any one have an explanation or guess?
