Europe/Other : Romania "General Exposition" set issued in 1906

I am looking to find out something older that 115 years! For me the price for one stamp from Scott set 196-106 is a “mystery”. Why Scott #204 has a catalog value 3-4x more than the next two stamps in the set? The same it is in Michel. I do not know about Yvert or SG catalogues. The set was issued in 1906 and it is known as General Exposition. I checked some Romanian catalogues and the situation is not discussed. What I know is that there is no mention of a smaller issued quantity of this stamp than the next two stamps in order, stamps with a higher face value.
Is anybody there who has a very old catalog, eventually older that 75-100 years, who can check what was the piece then? I tried to get some answers from Romania, but nothing very explicit.
Any suggestion? Thanks, Virgil

My 1929 Stanley Gibbons catalog states:

The Exhibition Commemorative stamps formerly catalogued are now omitted, as they were never issued to pay postage, though copies are known postally used.

My 1969 Scotts lists the 3 highest values (204-206) at 4.25, 4.00, 4.00 in mint condition. Unfortunately, my 1906 Scott catalog just missed this issue.

That's the best I can do.

My Yvert 2005 shows that same trend. My 1976 Minkus catalog also shows the same trend. Michel says that 15,000 sets were printed. However, I have seen many times that the lower values in a set will have a larger print quantity, which might have been the case here. Issued/Printed quantity is not the only possible reason for a higher catalog value. Since these stamps were only sold for a period of three days, it may be that there were fewer copies of those particular values that were actually sold, thus making them less common to find on the market today.

My 1926 Scott catalogue shows 199-203 at 0.20 mint and 0.10 used apiece. 204 is 0.30 mint and 0.15 used, 205 is 0.30 mint and 0.20 used, and 206 is 0.50 mint and 0.30 used. No significant difference.

This is amazing that somebody has such old catalogs! Ok, let's give more details, from the two Romanian catalogs I have, issued in 1979 and 1984. Officially, stamps were released during General Exposition from October 29-31, 1906, in Bucharest. Probably, that is the reason that Scott 1906 does not show the set, catalog being, released before October 1906. There were not many sets sold, much less postally circulated. There were also 1,200 sets overprinted “SE” (in Romanian: Serviciul Expozitiei). After exhibition closed all stamps were cancelled (CTO) and sold discounted. But 10,000 small values (#199 to #203) were still printed after the exhibition closed. Both Romanian catalogs, from above, show that 1.50 lei stamp, Scott #204, is more expensive than the next two stamps in the set, but there is no given any explanation, why! I think that by then, prices in Michel were used to set prices in Romanian catalogs. Common practice, because Michel is the king catalog in Europe. Probably, Scott catalogs earlier that 1979 may show that jump in price. My guess!
Returning to Scott 1926 and, more recent, 1969, there is no big difference in prices between #204 and the next two stamps, as you guys proved it. Here is my question: why suddenly #204 jumped to such a high catalog value and when? I am really curious, when Scott did it. Should I contact Amos and ask them about this issue? Do you think that they may have an answer or, at least, would they do some research? Should I try Michel, too?

I would be interested to find out how Michel priced this stamp. The current Michel number is 205A.
Please, if you have time and pleasure, look into your old Michel catalogs and see how the prices were for 205, 206 and 207. I try to find out when Michel evaluated 205 at much higher price than 206 and 207.

In my Yvert & Tellier Champion, dated 1934, the three stamps Scott 204, 205, and 206 are at roughly the same price: MNH 22.50, 22.50, and 25. Used: 25, 25, and 30. Those are in French Francs 1934. My experience is that this is roughly the same in current Euros or US $.
