I use the Ultra Pro 2 pocket pages for everything. Here's some examples...
I print the headers, then cut the pages to fit the pockets. A standard 8-1/2" x 11" sheet produces two 7" x 5-1/2" cards that fit perfectly!
Then I will use stock cards for valuable stamps, otherwise the sandwich holds everything in place.

This Prinz stock sheet with three strips may be worth considering.
It's designed for a commemorative set plus a small FDC or souvenir/miniature sheet and will work with many three- and four-hole binders.

Of course, the usefulness for a particular set would depend on the number and sizes of the stamps and cover/sheet.

I've been wishing the same thing from Vario...that they made pages with multiple size pockets.
Looks like Prinz or altering a Vario page to fit other size pockets might be our only options as I have not found any Varios with multiple sized pockets yet.

Thanks all. I am thinking I am going to try Tom's idea of putting an approval card in a Vario 2C.

I keep all my postal cards in Vario 2 pocket pages. I also use them for blocks and booklets.
The two pocket pages work great for small covers, postcards, and souvenir sheets. I've found that souvenir booklets like the US Navy Ships and the Lewis and Clark booklets tend to break the binding at the bottom of the pocket over time. I've tried several different brands and they all did the same.
I would not stuff thick items far down in the pocket.
Has anyone ever seen Vario-style plastic stock sheets that have different sized pockets on the same page - so you can have a set of normal stamps at the top, but a big pocket at the bottom for a souvenir sheet?
Similar to these ones below - only normal Vario size that would fit in a standard US three ring binder:
