I have a cover with 38c franking, with prexies and transports, mailed April 25, 1949
The air mail rate was 15c to Europe; what's the other 23c pay?
I was thinking maybe it was the newly instituted special delivery rate instituted 10.28.48; that would account for 20c of the remaining 23c, but....
with two penny stamps included, it shouldn't be overpaid, unless the sender is a dysgraphian
what else?
