The denomination is not Austrian. They do not use a Marka, but Estonia does. These are likely Estonian revenue stamps. They are rather attractive.
A quick search with Google Lens tells me they are most likely Estonian fiscal revenue stamps.
According to my very old Barefoot Baltic States Revenues catalogue, these are three values from the 1923/28 Estonian documentary revenue set of six, including the two top values.
They were priced in 1983 at £2, £20 and £15 for the 5M, 50M and 100M stamps.
I see that the 100M has a cancellation referring to the capital city, Tallinn.
Nice to have a reason to open my old catalogue!

I think they are Austrian Revenue but also think they could be from Estonia?
