That's exactly what I needed.
Turns out it is the crew of the balloon flight I remembered, but could not remember the names, either of the crew or the balloon. But now the "Double Eagle II" is back in memory. Couldn't find it because I had the wrong year.
Looks like it is signed by Maxie Anderson (who lost his life in the revived Gordon Bennett race of 1983 later that year) as well as Larry Newman.

The Wikipedia article has the names in the photo caption wrong. Left to right, it's Maxie Anderson, Ben Abruzzo and Larry Newman.

Can anybody offer some insight or background into this balloon event cover? Particularly the signatures or images?
It looks to me like a crew from a record breaking balloon flight, but a Google search for "1983 record balloon flight" did not turn up any useful leads.
