These are stamps published by a private company under lease from Royal Mail. They are/were only supposed to be used on postcards sent abroad by tourists.
They were not for general release but aimed at "tourist" businesses/areas by Universal Mail.
Universal attended many "Trade" shows trying to get gift shops etc to buy them. They would give away a few sheets to anybody that walked onto their stand.
