The MOS is one of the ways to collect 1898 Revenue Stamps.
The date is faded but is Dec 2(?) 1901, as such the Treasury Decision of Dec 1899 required an additional canx in the form of 3 horz. slits.

These MOS are easy to find and has lots of reference on most of them, and most times they are cheap.
A good way to dress up your collection.
