I'll take a stab at this. It is a recent stamp issued by Great Britain to commemorate the life of Queen Elizabeth II. Great Britain has never included its country nam on stamps, but instead has depended on portraits of the reigning monarch to identify the issuing country. The photo of QEII is so recognizable that no other identifiable symbols are necessary. And the design of the stamp you have, assuming it is a stamp, has a "family resemblance" to many modern GB stamps. It will be interesting to see if I'm wrong!

Stanley Gibbons Great Britain Concise catalogue lists this as #2782.

All United Kingdom stamps are identified by the image of the reigning monarch, and do not bear a country name.
