


Either a faulty cancel, or something got stuck onto the die that printed the stamp.
Any other ideas?

It's a crap shoot here. Part of me wants to say a faulty plate or ink that bled through from stacked wet sheets before issue. They are still interesting and nice examples you have.
Edit: My curiosity has been peaked. I did some digging and found in my copy of 2019 U.S. Specialized and in it there is cracked plate variety to your stamp and there is a double transfer variety also. I also notice there is a dot of the ink on the bottom 7. Nice find!!!
Now that is Fly Speck Philately at it best.

I checked Ebay stamps, most of the R65's show this in various degrees,
1899
Speaking of Fly-Specking...
I noticed that the one without the mystery line has a broken left line on the N of For N. Exchange whilst the mystery stamp has a thin but full left "N-Line!
Oh, and also the one without the mystery die-line has a very jagged 2nd crack of the 7 in 70.
You may have discovered a new die variety!

Maybe they'll ad it as a variety?

From my checking Ebay I think this is a progressive var.
I will not submit it to the Scott Cat., any new var. needs at least two examples.

A research for r65's
Suggest you search Revenue Collector web site.
Once there look for = (actually 3 lines) and select it
Select stamp cancel search
Enter r65 in the box, which is to the left of the box which says "search bt scott number", then click the box.
You show be at the location listing/images for r65's (that is if I described the process corectly)

Here (see scans) of 2 R65 one without mark and one with a mark. The stamp with the mark is on the right in both scans.
