







Google (or use the search, here) the phrase "Steiner album pages" and see if that might be a solution for you. Bill Steiner has made pages for pretty much everything, and you just print out what you need. It might be perfect for your uses.
There was a kerfuffle here about Steiner some years back, and I don't know how that played out, so I'm not linking to the pages, but it is easy to find, when you know what you're looking for.
For print your own have a look at Steiner pages. You get the whole world, to date, on a cd. The ability to print off all or some pages and even create a blank page with headings of choice.

Your choice of paper, or cardstock and using a pdf reader and printer is all you need.
If you use the search facility above and look for Steiner, there are a number of discussions and pages shown.

You can actually find the Scott International album as Volume 1 in a 2-post binder set-up. I acquired one recently that was nicely filled in very good condition for $50. If you are patient, you can gradually add used copies of subsequent volumes at a reasonable cost.
I'm sorry you were disappointed with the new Stateman Album. I prefer the older ones, but if you want the best coverage, go with a Citation or a Standard, or find go with the Minkus Comprehensive. Minkus Global is nice but will cost more.

OP, as you have discovered, there is no real affordable commercial (pre-printed) album for worldwide collectors. I strongly dislike the never lay flat 2 bar albums from Scott and Minkus and they get heavy. I chose the print as you need them Steiner pages. I have seen some take Scott pages (older editions) and 3 hole punch them since they want to use the album pages (not always elegant). This can get closer to a lay flat approach.
I prefer the letter page sized Steiner approach since I can intermix Vario stock pages to store misc items (blocks, postal history). When I have stamps from various countries that either I am not that interested in or not enough to warrant the desire to print pages, I keep them on Vario pages too.

I like the Scott Specialty page sets, even tho they are pricey. I have most of them (almost 8,000 to 10,000 pages) and also like the pages to lay flat, but 3 ring binders are too big and bulky, and the spurs on the 3 rings, eventually damage the pages.
My time is too valuable to be spent repairing torn holes. So my solution is comb bindings. They always lay flat, and a large country like Russia or Poland can be split up in two or three volumes.
I just trim off the prepunched part of the page and repunch it with the 19 narrow slots, and then add the plastic thingy with the curvy fingers. Desert Magic uses a similar system for binding its release papers/blotters.
The only thing that I need to buy is a punch, for about 50 bucks and the plastic things with the fingers are from 25¢ to about 50¢.
Before you bind expensive pages, experiment with cheap copy paper first, until you get the hang of it. To end up with an album with all the edges of the pages even, punch one page at a time, and hold the firmly while punching

I've gone and done it, opening my old stamp collection from the early 80's and I'm hooked again. 
I had this old Premier World Stamp Album (example below):

Though most of my stamps were still being sorted (using 3 1/2" floppy boxes, one per country region) I have sorted them into countries and have them in glassine envelopes. Recent purchases I have in stockcards (manilla and plastic).
I have since purchased an H E Harris Liberty Stamp Album and am transferring all of my US stamps into that. I like the layout, single-sided pages, year of issue at the top, color codes where needed, etc.
Soooo I went and purchased the double volume H E Harris Statesman album and I'm flat out impressed. Double-sided pages, no year of issue, and not nearly as complete as I'd hoped. With the 2x two-post binders that was a total of $150! 
I guess I'm expecting too much when I want it all... single-sided, complete (at least 1920-1990), with images and Scott numbers as a bonus. I simply can't afford the Scott pages at $150 each and 37 sets to get from 1940 to 1990... that's $5,550 without the albums!! 
My instinct is to find/print the countries I'm really interested in (Fiji, Botswana, Ceylon, Egypt, Italy, etc.) and use stock cards for everything else. I'm a "completist" at heart and enjoy filling a page or at least having a spot ready for every stamp. It's been suggested I purchase a 1941 "Scott International Junior Postage Stamp Album" for everything through 1941, but that's a bound album and I'm unsure about the feasibility.
Thoughts? Comments? Suggestions? Seek professional psychological help?
