Europe/Great Britain : Help with Perfin (EP&P Co)

I having a difficult time locating information on a perfin found on a Queen Victoria Jubilee issue. It is "E P & P Co". Google showed a historical EBay listing with this perfin, also a Jubilee issue. I thoroughly checked the Es and Ps in the Sloper company records without luck. Can anyone suggest other resources?

I looked at the 1993 Tomkins Catalogue of GB Perfins but there is no mention of EP&P Co or EPP& Co

maybe it an American perfin on a British stamp??

Thank you. The US (or Canadian) possibility crossed my mind but given the time frame (1889) and the fact that I've only seen it on two Jubilee stamps, I ruled it out. I' will check the US sites. Another thought that I just had is somewhere else in the Commonwealth that was still using UK stamps then. That might be a little harder search. At this point, I've became frustrated enough that I'm still looking just say that I found out rather than really having to know.
