Europe/Great Britain : Is this valid for postage?

This was used as a stiffener in something that I ordered from a gentleman in Great Britain. I see the queens head and what looks like a denomination. What is this? Is it valid for postage?

Looks like a post card with an image of a stamp on the front. Notice the price on the back is not the same as the denomination on front. I've had similar things sent to me with stamps from a dealer in the U.S.

It is a PHQ card which is a postcard. There are a few thousand PHQ cards listed on Ebay.

PHQ cards.

Each time a set of stamps are issued they also issue a PHQ card set. They can also be bought with the appropriate stamp stuck on the front of the card or the back of the stamp complete with a First Day of Issue Cancel.

Just another revenue stream for the Royal Mail.

The 'PHQ' stands for Postal Headquarters. All items published by the Post Office are given a number which is prefixed by letters. The first card issued, on 16 May 1973, was numbered PHQ1, and the numbering sequence has continued to the present day.
