It is as it says, the cancellation is done with cuts through the stamp which is probably done with some sort of a punch device. They are sometimes difficult to spot from an online picture as they are not very wide, just slits. I'm not sure if stamps with round, or other shaped, holes removed are also considered to be cut cancels.

Effective 1 Jan 1900 face value 10 cents and above the Govertment required the stamp to have 3 cuts.
But you can find stamps mostly $1.00 and above without the 3 cuts dated 1 Jan 1900 - June 1902.
So then the collector has an avantage of geting these stamps with the 3 cuts cheaper becase they are consider damaged.
