This stamp is Scott #3052 issued on 13/8/99.
Your album, commercial or home made is incomplete, this stamp was issued as a booklet so the perfs.
will vary, in this particular case it shows perfs. all around, left side imperf. and right side imperf.
There were three different booklets issued so there are several configurations to collect if you are so incline.
i am just trying to fill out this page and figuring out what the author wanted in these slots
i read the scott entry for 3052, also listed as A2351, many times trying to understand
i am still confused
in my want list, would it make sense to add these entries for the stamps needed to fill out my page:
3052 roses, perforated on 4 sides
3052 roses, perforated on 2 sides
also the last stamp entry says "2000 on base"
is that also the 3052 stamp if it is from the year 2000?

Hi Kira, there are really only two variations to collect unless you want to get all the imperf edges from the various booklet combinations.
The original Scott#3052 was perf 11.5x11.5 on 2, 3 or 4 sides (from booklets) issued in 1999.
3052E issued in 2000 (dated at bottom left) was perf 10.75x10.5 on 2 or 3 sides.
I only have the dated 2000 one, so am unable to show you the original, but presume it is either dated 1999 or undated.
So going to your page I see that the stamp you have is dated 1999, so this is 3052, the blank spaces either side are also 3052 but just variations with the imperf edges.
The last space is for the stamp dated 2000 (perf 10.75x10.5 on 2 or 3 sides) Scott #3052E.

Edit. if you use this search term for stamps on ebay it shows the various booklet panes and individual stamps from those panes. "usa 1999/2000 scott 3052 booklets"

This number is useful, more useful on older stamps with the same design!

No, 3025 is a different stamp, a flower, but of different size and format.
I don't see where anyone mentioned Scott #3025......??
If you visit Colnect.com and search by US / Denomination then select the rose image, it will usually display all design variants. You can change tile view to see the details.
Scott numbers seem to match what Colnect calls Stamp Numbers.

3025 was probably a typo.
Upon reflection, I guess that as both types are year dated that solves the id, then only remains to decide whether to save all the various straight edge variations of each issue.
