This is a local issue from Arequipa in 1885, SG 104, Sc. #3N26.
SG lists these wartime issues within its main Peru listing whilst Scott lists them in a separate section at the end.
I suspect this is a reprint with a forged round handstamp.
I see that my editions of the SG and Scott catalogues swap the names of the officers shown on this stamp and the similar blue 5c value.
That's a great help, thank you.My SG (simplified) doesn't list them as far as I can see, but I've found it in Scott. I've checked the paper, and there's no mesh, so it's a reprint, with a forged overprint and a dodgy paquebot cancel. Lovely!

That's not a PAQUEBOT cancel, it's another "AREQUIPA".

Per the title, I can't identify the stamp under the two cancels. Can anyone help?
