


it is a postal tax stamp. I looked in Afinsa, where it is listed as can be seen below (under the header Imposto Postal e Telegráfico).
The explanation (translated from Portuguese) is as follows: Postal or Telegraphic Tax stamps were intended to be mandatorily affixed to certain correspondence, postal or telegraphic, on well-determined days. The funds resulting from their sale were applied by the State, or other entities, according to the legal decree that ordered their creation.

Interestingly, SG lists the 1c but not the 2c. It's listed as a Charity Tax Stamp
That's funny. I guess I will be checking some of the other catalogues I have later today.
Just looked it up in Michel: both 1c and 2c are listed.
Scott however states "the 2c dark brown of this type was for use on telegrams", which it writes for most sets of postal tax stamps.
Can't find this in the Scott Catalog (not a Portugal collector, so my knowledge is mediocre), any help will be appreciated. There is also at least a 1c blue version, maybe part these are part of a bigger set??
