I've never seen this before and thought fellow cover collectors might find it interesting, as I did.
Anyone have a clue about the meaning of cancels?

I haven't seen this cancellation before either; has anyone else received one? I would be curious to see what it means. I wonder if it is a post office cancellation or if it was missent somewhere in Richmond.

Does USPS ever refer to its processing facilities as "plants?" I am thinking they might be from a private company - my company uses the term plant for its factories, and any mail that goes to our headquarters for plant personnel is forwarded in a large envelope with other paperwork to the plants - and at my plant at least, the secretary has a purple dial-type received handstamp she stamps on all the forwarded mail when she sorts.

Josh, I thought the same, EXCEPT these markings are nearer the origination point than the end point. They don't LOOK like postal markings; but i can't imagine a private concern encountering the cover near its origination point.

The oddity for me aside from the overall nature of the cancel is the wording Safety Office. Was this cover forwarded under suspicion to this location? If this was wrongly sent to a plant or location, why would the receiving stamp be placed over all the stamps in effect canceling them rather than perhaps catching one during what would have been a routine, one-time application of such a device: Note there are three separate applications of the cancel or receiving handstamp.

I recently received auction winnings from a member who lives in Virginia. The stamps on the cover were cancelled with:
