I don't know if they still do this, but some years back, the Philatelic Services division of the above ministry used to issue a small(4"x5"), mult1-page, multi-language illustrated booklet giving information on the subjet matter (honoree, event, location, etc.), that accompanied each new commemorative stamp purchased direct from their new issue subscription department. For definitives, they issued a single page illustrated "bulletin" describing the stamp.
Are these things considered collectible material and are they cataloged anywhere?

I have a bunch of those as recently as 2010, but I haven't been actively collecting the new issues in the last few years. I imagine they are still putting them out with the few issues, at least when you buy them from the Israel Postal Authority.

SIP have a book that covers this subject and it is based on work and collections formed by the writers who have specialised in collecting this material:

It is possible to find the new issue bulletins with the stamp attached , often with a first day cancellation as well as without the stamp.
