The perforations are correct 11x11. The cancellation conveniently hides all the identifying features of the type III stamp. The one problem is that a SCN 546 is supposed to be 19.5 mm x 22mm. This stamp printed on a rotary press is 19 mm x 22.5mm. Essentially it is not wide enough to be a 546. Potential catalogue value i $190.

Any thoughts?

re: Is this a US Scott# 546?

A tough cookie to be sure.The 11 x 11 perfs suggests a 499. The weaker rope suggests a type 1. The measurements for the frame suggests a flat, not a rotary press. unwatermarked=499
SLW=461

None of this is written in stone. Hopefully some of the other guys can jump in here and maybe tweak the image to show some identifying marks better.

Sorry I couldn't be of more precise help.

It might be best to send Les an email with your questions. He has not logged in since February of 2014 and may not be monitoring the DB any longer.
