General Philatelic/Identify This? : Imperforate US Officials

There is a sentence in the description of Official Stamps in the 3 differnt years of the Scott U.S. Specialized that I have that that says:
"Practially all Official stamps exist imperforate but little is know of their history."
Why they are not collected ( although they probably are ) and exhibited, I don't know. Possibily because few if any exist in pairs or blocks. These few were in an Ebay lot that I bought for other items, all four of these stamps have margins that are large enough to show that they were indeed Imperforate, and the 2C War shows the gutter, the arrow, and a portion of the ajoining stamp on the right side. It does also show possible perf holes along the top edge. If they were trimmed to be imperforate, they had to be huge.

Just how huge? As an example, I'll compare that 90C Interior with another 90C Interior, this one is preforated all around and is a EF jumbo.

Now I'll show a comparison of the impressions, I didn't get them exactly lined up, but I'm sure that it's close enough to compare, looks to be the same sized impression to me.

Are these trimmed stamps or are they imperforate?

What can you determine as to paper type?

Indeed, if it's India paper it's likely a proof. There are LOTS of proofs out there for Official stamps, but the cancellations would be a puzzle in that case.
