I can't tell about the paper but this looks like the 1898 1 piastre blue and brown SG 24.
I think we can safely say this is a forgery. Not only are the perforations awful and the wrong gauge, and it does not have a watermark

The blue background 'tablet' or 'cartouche' is ragged and not the oval shape it should be. Note also in the native value tablet, the more cursive first character on the genuine. There are probably other differences but I think these will do.
OK. So the next question is: what is the proper name for the 'cartouche' that I described as oval?
It is not oval, nor is it elliptical. The closest is squircle but this should be a square with radiused shoulders (like that of a circle).
So what's your nomination. Mine is rectircle.

Hi all,
I have found a strange Sudan stamp. Thick paper with no wmk. Perf. 10 3/4.
It´s not listen in Stanley Gibbons. Any clues?
